Tax Updates for 2025

  • The municipal mill rate has increased from 7.55 to 7.70.

  • The Education mill rates, set by the Province of Saskatchewan, have decreased to:

    • 4.27 for residential properties

    • 6.37 for commercial properties


💡 Taxes are due by December 31, 2025.
Any unpaid balances as of January 1, 2026 will incur a 10% penalty, applied to both Municipal and Education taxes.


2025 Budget Highlights

This year, the Town of Foam Lake is investing in several key infrastructure and community projects, including:

  • Micro-sealing resurfacing on Alberta Avenue and the 200 block of Main Street

  • Construction of a cemetery columbarium

  • Lobby renovations at the Recreation Centre

  • New windows at the Foam Lake Community Hall

  • Accessible washroom upgrades at both the Community Cultural Centre and Recreation Centre

  • New play structure at Ralls Park

  • Acoustic waterline leak detection study

  • Purchase of asset management software

  • Construction of a new Transfer Station operator’s building

How Are Your Taxes Calculated?

Municipal Tax Calculation

Municipal Taxes = Base Tax + (Taxable Assessment × (Municipal Mill Rate ÷ 1000)) × Mill Rate Factor

  • If this amount is less than $1,206.85, a minimum tax of $1,206.85 applies.

Education (School) Tax Calculation

School Levy = Taxable Assessment × Education Mill Rate ÷ 1000

  • Education mill rates for 2025:

    • Residential: 4.27

    • Commercial: 6.37

  • Note: No discount applies to Education Property Tax.

📌 The Province of Saskatchewan sets the Education Property Tax mill rates annually. The Town is legally required to collect and remit these taxes to the Province.

📌 Property assessments are provided by the Saskatchewan Assessment Management Agency (SAMA).


Payment Options

Taxes can be paid using any of the following methods:

  • Cash

  • Cheque / Post-dated cheque(s)

  • Debit

  • Preauthorized debit

  • E-transfer to: reception@foamlake.com

  • Online banking via: Credit Unions, Scotiabank, or RBC


Spread Your Payments Over the Year!

The Town of Foam Lake offers Preauthorized Debit (PAD) payment plans for:

  • Taxes

  • Utilities

  • Accounts Receivable

📅 PAD payments are withdrawn monthly on the 20th.

A: Yes. All property owners are required to pay Education Property Tax, regardless of family status, as per Provincial Legislation.

Understanding Tax Tools

Mill Rate

  • Property taxes are based on the assessed value of your property.

  • Formula: Taxable Assessment × Mill Rate = Taxes Owed

Mill Rate Factors

  • Adjust the uniform mill rate by property class to manage fairness and balance shifts in taxation.

Base Tax

  • Helps reduce tax differences between low and high assessed properties. It is combined with the ad valorem tax to create the total tax payable.

Minimum Tax

  • Applies when calculated taxes are lower than the minimum set amount. Ensures consistent revenue from lower-assessed properties.
